Without regard to your service record, or standing good conduct, we must deny your request for assignment to Starfleet’s Hermes Initiative. Given the nature of your training and expertise, it has been decided that your skills are better put to use in a practical field of work within Starfleet rather than a theoretical field.
The Hermes Initiative is the investigation of future propulsion technologies, allowing for faster means of faster than light travel outside of normal warp field methods. And whilst part of that mission statement, as you have stressed in your numerous transfer request, is to provide for a scouting/supply/rescue mission to the Delta Quadrant based Federation assets, it is not the only goal of the Initiative.
With current Fleet rotation, and given your skill level, no open slots for ship based Engineers meets your criteria. To that end, we reaffirm your status as an Officer In Transit, assigned to the Utopia Planitia Transit Billet. Upon the opening of a position, and successful admittance from that positions commanding officer, we will notify you with all speed.

I hope that you do not mind an old woman's prying, but I could not help but notice a correlation between a notation in your personnel jacket and the casualty report for the SB900 battle. I will not sympathise for your loss, as you well know Starfleet's official stance is the Fleet assigned to the defence of that wayward Starbase is Missing In Action. The weight of not knowing is no doubt the driving force behind your request to be assigned to the theoretic science team of the Hermes Initiative.
It is unbecoming of a Starfleet Officer.
It sounds callous of me to say it, but it is true. If every spouse in uniform demanded I assign them to a task that might seem them reunited with their loved ones, well I would have the 7th Fleet heading for Kazon territory at Warp 9 with the 3rd Fleet powering up in its wake. You are not the only one to find a name on the SB900 list, Mr Hawthorn. If they still live, as you no doubt hope, they will last out until we find them or they find us. An old saying from my youth: if a problem does not kill you instantly, it can wait for tea to boil. Holdfast Mr Hawthorn.
